June 1807 - The American ship Chesapeake is fired on by the British ship Leopard after refusing to be boarded. He got Congress to issue the No Transfer Resolution in secret session authorising the annexation of east Florida while Spain was occupied by French troops and had no king or effective government. The sutler marching with the Northwestern Army to Detroit offered the following items. Allegedly it was conferred by President Madison himself - comparing the volunteers to the distinctive leather cockade ornament then worn on soldiers' hats - but research shows the sobriquet was not in general usage until several decades after the war.
