On some of the new channels, notably those which seek to combine liveness with 24-hour scheduling, cyclicity has become hourly – as well as daily and weekly. 24-hour news channels have adopted this format because it allows them, in principle, to refresh their agenda and renew their stories much more regularly than channels with fixed-point news programmes. The result in practice is considerable repetition, but on the understanding that the stories reported, the facts provided, are as immediate/recent as the best efforts of the broadcasters can manage.

Richard Paterson (1993: 144–5), in an account of such scheduling practices on television, contends that ‘the keystone of the schedule’s architecture’ is a particular conception of the ‘family audience’. For instance, he refers to UK policy guidelines for schedulers on family viewing, which prescribe what types of material are suitable (and ‘unsuitable’) to be screened in specific ‘time-bands’. More generally, schedulers make programming decisions that are based on cultural assumptions about which household members are available to watch television at what times of the day and week.

We face risk situations that no one in previous history has had to confront – of which global warming is only one. Many of the new risks and uncertainties affect us no matter where we live, and regardless of how privileged or deprived we are. They are bound up with globalisation.
